If you've maxed out the volume when you connect headphones to your BlackBerry smartphone, the built-in audio boost feature allows you to amplify volume above the normal range offered by regular volume settings. This feature is especially beneficial for lower-quality headphones with less volume amplification. When you enable the audio boost feature, the volume for songs, ringtones and videos is automatically increased, which gives sound output an extra boost.
1.Click the 'Media' icon from your BlackBerry smartphone's home screen, then press the 'Menu' key.
2.Click 'Options' or 'Media Options' depending on the BlackBerry smartphone you're using, then select the 'ON' option in the 'Audio Boost.' On certain models, select the 'Audio Boost' check box.
3.Click 'Yes' after reading the warning that states the volume will be amplified, and then press the 'Menu' key. Click 'Save.'

Adjust the volume for your headset to help you hear and analyze that important presentation or webcast. If tweaking one device does not work, try adjusting other sound settings. Your computer system’s taskbar, volume mixer and keyboard also feature volume controls to help you listen with ease. Before you start fine-tuning, ensure that the Mute controls are off to allow the sound to emit.

Open the website or file containing the audio.

Plug the headset into the headphone port. A USB headset plugs into a USB port.

Rotate the volume dial on the headset’s cord to increase the volume. For example, the volume symbol may show a tapered shape with the wide end representing maximum volume. If your headset features button controls, press the “+” button to increase the volume.

Open the application that contains your sound file. Plug in your headset.

Click the “Mute” icon on the taskbar to open the column graph. If the blue Mute icon displays a red slash in this pop-up window, click this icon to emit the sound.

It sounds as if the output socket is not producing enough of a signal for your headphones. Maybe you need other headphones. Ear buds usually give much better sound volume, as they do not require so much power to drive them.

there are quite a few similar products available on the market, which will solve all your problems, which in my opinion are simply due to lack of signal strength at the output sockets.
These problems are very common with a lot of portable equipment. Many devices simply do not provide sufficient signal strength to drive good quality earphones.
All 'Computer speakers' are active speakers. They have amplifiers built in. Headphones normally don't, they depend on the signal strength of the output. This is a physical limit, you can not change it by using software. To make it louder you have to amplify the signal.
